How do I fix the ini write protect (settings not saving ) on Win 8.1

I am making my Win 8.1 my sole work computer. I still have the problem with my IT settings not saving which requires me to set the program and glossaries up every time I launch the program.

How do I fix this problem? Do I need to install a new version of IT? Do I need to store it in a new location? How do I get my settings to save? Is it impossible on Win 8.1?
