Error on installing IT 7 on flash drive

I'm following instructions about installing IT 7 on a flash drive.

I get an error message of Invalid installation - Error 2020 for config InstText.ini   - Instant Text is not correctly installed.  

My ini file did not get saved to the flash drive - it was on the hard drive - C:\Windows\InstText.ini as usual?

How do I correct this?

I tried copying the .ini file into "Exe_v7" on the flash drive.
