Using the computer line counter also counts blank lines. Is this ethical?

It is not a question of whether it is ethical or not but rather on what you agreed. Some companies use "gross line counts" that include blank lines. Most companies have switched to a character-based line count using 55 or 65 characters per line.

On the other hand, you should not charge the same rate for gross line counts and character-based line counts since gross line counts are more favorable. When people switch from gross line counts to character-based, it is worth recounting older documents to find out what character per line is fair (that is, what number gives the same pay as previously). Sometimes, we have seen 50 characters per line being used as a consequence.
