If you don't have "Sort by short code length" or "Optimize Glossary reloads" checked, a new entry will always show up at the top of the phrase group.
If you want certain entries to be always within the first ten suggestions, the best would be to create a separate glossary with the entries you would like to be the first 10. Then you include it to your working glossary and move it to first position in the Edit Includes window.
As for choosing the entries 10 to 15 you need to use the Shift and Control keys. You can also add another letter of the short form if your short form is long enough.
In Instant Text it is more efficient to give long short forms. They are easier on your memory and on your fingers as you don't have to type the whole short form, and at the same time it gives you more possibilities to pull up a phrase entry from behind.
