15,000 phrases is not a lot.
I would suggest you use longer short forms. It is mathematical, with longer short forms you are able to reach more phrases.
If you have 100 entries with a short form of "tp", you will be able to reach only the first 15 maximum, assuming you display 15 advisory lines.
Ideally you should use the shorter short forms for the entries you will use most frequently. You could have 10 entries with "tp", then you should use short forms of 3, 4 or more letters for other entries starting with "tp" so you can type more than 2 letters to pull them up from behind.
Remember a long short form for a phrase entry is a good thing as you can jump ahead after the first two letters of the short form, assuming you don't use the space bar to expand. A long short form gives you more choices to pull an entry up from behind, and it is easier to remember.
Using the Medstart glossary you can type "tpor" and get just the phrases containing "the patient" and "the operation room".
