No limit to glossary includes

I am not aware of any limit. If you were to encounter one, we would look at it.

I am curious about the reason for having that many includes. I assume they must be small glossaries and there is a methodology justifying the number of glossaries.

Note also that you can have includes within includes like in:

Top level A
glossary A1
glossary A2
...
glossary A23
Top level B
glossary B1
glossary B1.1
glossary B1.2
...
glossary B1.8
glossary B2
...
glossary B9
