tab boxes on the ruler

Postings I made last week have yet to be resolved regarding status bar directly below "file, edit, mail, etc." I've lost that feature and would like some assistance to retrieve it.

And the "pointer" indicator obtained through tools/customize/options and check to show Screen Tips can be engaged but drops off when document is closed. Is there a way to keep that feature active from document to document? I'd appreciate any help. Thanks.
