The printer driver dictates the layout of the document.

For example, you have your own printer driver settings and type up the document. You send it to someone else with a different printer and the layout of the document can change and add additional pages. Try changing your driver to match theirs and see if you still have the same problem. You do not have to have the printer physically installed to change drivers. When creating documents for yourself, you can switch to your own printer.
