Something is blocking the normal.dot from saving your changes,

most likely it is the platform you are working in. Talk to their tech support again.

One thing you might try is to create a macro, then hold down on the Shift key while you drop down the File menu to access the command to Save All. This command saves changes to the normal.dot without having to quit Word. It may or may not work for you in this situation.
