If it does not look that way after reinstalling, call the Dell support to make sure they did not give you a feature-limited version of WP11.
Note also that you can safely install WP9 on the same machine where you have WP11. They will coexist. On this machine, I have WP8, WP9, WP10, and WP11 (for testing purposes) and the different versions do not create any problem.
