smartype disabled on less privileged accounts on windows xp

my smartype was installed and currently enabled on microsoft word(office xp) when the user that runs it has admin privileges but is DISABLED(the smartype tab is not there) when it is run on a limited account.how do i enable it on an account with no administrative rights aside from using the runas command?
