Blue background with white font is no longer available in 2007.

That setting was used in earlier versions to appease users coming from WP5.1 and Microsoft doesn't feel enough users need that setting anymore.

The colors you pick in Layout are stationery-like themes and do stay with the document. You can change the background and font color in Windows properties (Personalize/Appearance), but that does affect all applications.
